The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from different nations. Immense energy is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Following this, a automatic firearm fired at a unmanned aircraft close by, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
